Under most other types, Palkia EX wouldn't be super-viable. It's basically Mewtwo EX, but with higher energy losses, no Gardevoir to enable it, and some bench damage for good measure. However, Water is a type with some of the best energy utility in the game. Water Type energy can generate quickly thanks to
Manaphy - A2 #050 [U] and
Misty - Genetic Apex #220 [U], and can also flow across the board thanks to
Vaporeon - Mythical Island #019 [R]. If everything goes right, Palkia EX can hit the field frighteningly fast and begin dismantling the opposing team before they can actually set up.

A basic Palkia EX skeleton w/ energy generation and sustaining 150 dmg per battle and 20 dmg to the backrow consistently via Vaporeon and Manaphy. Other things to substitute for Vaporeon would be POSSIBLY Misty- or maybe something that piggybacks off of Palkia's Dimensional Storm doing MORE dmg to the opponents bench, like Lumineon, Dreadnaw, etc- which can rack up points easy.
