In the worst-case scenario, Arceus would be in the active spot at the start, which happens about 20% of the time. To mitigate that risk, you have two Leaf cards that can help correct that bad luck. With this setup, you’ll have a very consistent opener with Skarmory plus a Tool or Dialga EX in the active spot. If one Skarmory gets knocked out, losing a Dialga would likely mean match point for your opponent. That’s why having five Basic Pokémon is the perfect number for Arceus to work properly. This ensures a steady presence of four Pokémon in play, allowing Arceus’s attack to consistently hit for 130 damage.
I think that in the current meta, "Leaf" has much better utility than "Red Card."
