[Base Set] Blackout

Inspired from Blackout's Base Set deck.

The kind of Pokémon selected has been changed to have the "Energy removal" effect not found in any Trainer card in PTCGP.

The other kind of Pokémon has been more or less maintained (with the exception of Sandshrew and Staryu).

For the remaining Trainer cards, they have been select as follow:

Gust of Wind => Sabrina
